If speed is not given, it is assumed 1.
effect is an array of form: ["text", "type", speed]
type may be one of:
* "PLAIN"
* "PLAIN DOWN"
* "BLACK"
* "BLACK FADED"
* "BLACK OUT"
* "BLACK IN"
* "WHITE OUT"
* "WHITE IN"
